Capitol Watchdog: Upcoming Meetings to Watch

The best time to have a hearing on another health insurance merger in California is when few in the media are around to prepare for it. So, obviously, California plans another health insurance merger hearing on the Monday after New Year's. Let's hope it is more informative than the last one, though we have our doubts.
 
But the holiday season is also, in political terms, the calm before the legislative storm. The Legislature begins its next session on Jan. 4. One of the first hearings is from one of our favorites, the Elections and Constitutional Amendments Committee, which will discuss a bill to move ballot title and summary duties to the Legislative Analyst's office from the Attorney General's office.

The Department of Managed Health Care (DMHC) will be holding a meeting on the acquisition of Humana by Aetna.  Representatives from both plans will be present.  The meeting will be held in Sacramento on January 4, 2016 from 1:30 p.m. to 3:30 p.m. Public comments will be limited to 3 minutes.  Comments may also be submitted in writing to publiccomments@dmhc.ca.gov until 5 p.m. on Monday, Jan. 11, 2016.

SB 283, Nielsen. Elections: ballot titles and summaries. Would require the Legislative Analyst, instead of the Attorney General, to prepare the ballot label and the ballot title and summary for all measures submitted to the voters of the state.
