Jerry Brown called his legislative victory on cap-and-trade one made of mystery, miracles, and prayers. Actually, the deal had nothing to do with divine intervention and everything to do with Big Oil's mastery.

Governor Jerry Brown made an impassioned plea today that Senators pass AB 398—his signature legislation to extend the state’s cap-and-trade program, saying: “This is the most important vote of your life.” He is right about that.

Documents obtained by Capitol Watchdog reveal that Governor Jerry Brown is shopping cap and trade bill language directly from Big Oil's Power Point playbook to exempt refineries from air pollution regulation.

Brown has handed Big Oil a pen to rewrite the law so that it protects refiners from making deep cuts to climate-warming emissions. The legislation blocks powerful Air Districts in the Bay Area and Los Angeles Basin from setting tough limits on emissions, like requiring refineries to install pollution control equipment.

It's time for California to debate the pros and cons of cap-and-trade, the program that caps carbon emissions and lets companies trade any extra pollution allowances to cut them. Jerry Brown wants to extend the program so badly beyond 2020 that he has slipped it into a budget trailer bill. More than 20 advocacy groups, including Food & Water Watch and Consumer Watchdog, are saying not so fast in a letter to an Assembly budget subcomittee.

In a fiery hallway exchange last night at Torrance City Hall, Congressman Ted Lieu rightfully exchanged angry words with Exxon executive Roger Conant, the Refinery Process Manager, about Exxon's refusal to respond to all subpoenas, “I am protecting the residents of Torrance."
